Citizens signs Bestow deal to digitize final-expense sales

Bestow platform deal — Platform implementation targeted by December 15, 2026

Citizens’ new Bestow agreement brings digital quoting, underwriting and policy issuance to its growing final-expense business, with rollout due by December.

Citizens is expanding its U.S. final-expense insurance business, where direct first-year premiums in the domestic segment rose 23% in 2025, while management has been investing in digital tools and process modernization to support more agents and faster policy issuance.

This agreement turns that modernization plan into a concrete operating platform. Bestow will configure, host and maintain a white-labeled system covering the agent sales workflow and policy administration, while Citizens keeps control of underwriting rules, pricing, regulatory filings, commissions and claims. The platform is intended to let agents quote, apply, underwrite, sign and issue policies electronically (Purpose)

The immediate benefit is distribution capacity, not near-term reported revenue. Citizens is outsourcing much of the technology stack needed to scale its existing final-expense products across the 43 states, Washington, D.C. and Puerto Rico where the subsidiary is licensed and products are approved (Purpose) That fits the company’s current growth story, but the filing does not disclose expected policy volume, savings, revenue contribution or profitability impact.

The key uncertainty is execution and adoption. Bestow is expected to complete configuration and implementation by December 15, 2026 (Build Order) The agreement runs through December 31, 2030, and its economics assume Citizens adds additional products by March 31, 2027; otherwise, development and annual subscription fees rise prospectively with a true-up. That creates a clear incentive to broaden the platform, but also means the disclosed commitment could become more expensive if the planned expansion does not occur.

Bottom line: This is a meaningful infrastructure step for Citizens’ final-expense expansion, not a financial inflection point yet. It modestly strengthens the growth strategy, with the real proof coming from launch timing, agent adoption and added products during 2027.
